REPORT OF THE PROPERTY & FINANCE COMMITTEE

FOR INFORMATION

1. Establishment of a Chair, Professorship, and Post-Doctoral Fellowship in Ecosystem Health

The Faculty of Medicine & Dentistry is embarking on an expanded focus on Ecosystem Health within the medical curriculum. This is the next step in the Faculty's patient-centred learning curriculum that encourages students to focus on patients and their environment. This program also strengthens the Faculty's position as an innovator and leader among medical schools.

The goal of Ecosystem Health is to train physicians to consider a patient's physical, social, economic and political environment while assessing, diagnosing and treating illness. The Ecosystem Health concept purports that a wider view of health as an integrated discipline must become the foundation of medical practice if we are to achieve sustainable human health in the context of global sustainable development.

This approach examines what is happening to us as a society that contributes to a disease, why a particular patient has this disease and how it affects each unique patient. The Ecosystem Health approach also asks physicians to consider how others can be prevented from having the same disease.

While several other leading medical schools have introduced courses in Ecosystem Health, Western is the only university in the world to adopt the concept of Ecosystem Health for full integration into its medical curriculum. The program has assumed the administrative functions of the International Society of Ecosystem Health and is planning to host an international course in the spring of 2001.

On behalf of the Board of Governors, the Property & Finance Committee has approved the establishment of the following Chair, Professorship and Post-Doctoral Fellowship in support of the Ecosystem Health program in the Faculty of Medicine & Dentistry:

The Beryl Ivey Chair in Ecosystem Health, detailed in Annex 1, has been established in perpetuity based on generous gifts for endowment from Dr. Beryl Ivey and The J.W. McConnell Family Foundation. In addition to the gifts from Dr. Beryl Ivey and the McConnell Foundation, a bequest has also been established which, when realized, will bring the total endowment for the Chair to $2.5 million.

The J.W. McConnell Family Foundation Professor in Ecosystem Health, detailed in Annex 2, has been established for a five-year term based on an expendable gift from The J.W. McConnell Family Foundation.

The J.W. McConnell Family Foundation Post-Doctoral Fellowship in Ecosystem Health, detailed in Annex 3, has been established for a five-year term based on an expendable gift from The J.W. McConnell Family Foundation.

2. Appointment of Architect for the ATC Building

The Property & Finance Committee has approved the award of the consultant contract for the Advanced Technology Centre Project to the design team led by Malhotra Nicholson Architects. The commission will include the development of a concept and siting plan and design services for the project. The ATC Building is part of the SuperBuild program at Western.

As part of the SuperBuild program the Board of Governors approved the Advanced Technology Centre Building at a total project cost of approximately $20 million.

The members of the Project Planning Committee, after careful review and consideration of 15 Expressions of Interest, recommended that the Design Team led by Malhotra Nicholson be retained to complete the design. The selection was based on many criteria, including: comparable experience; capability of the Design Team; fees; previous designs; functional programming expertise; ability to work with the Project Planning Committee; approach to cost and schedule control; and experience in University facility design.

It is intended to have the concept design and siting for this project completed as soon as possible. At that time, the project, including concept plan, will be brought forward for approval by the Property & Finance Committee before detailed design is begun.

3. Siebens-Drake Research Institute Project

The Property & Finance Committee has approved the renovation of an area of the Siebens-Drake Research Institute to support the ORCDF Protein Identification Program at a cost of $1.178 million.

This project has been established to create unique laboratory space to accommodate research by Professor G. Lajoie who was recently recruited by UWO. The facility will act as the hub for the world class, Ontario wide ORCDF sponsored Protein Identification Project for which Dr. Lajoie is the primary investigator.

The work involves 4,800 square feet of building area to accommodate the research and has been divided into two phases. Phase I: (completed) mass spectrometer laboratory and associated equipment. Phase II: (designed and bid) supporting wet laboratories, dry laboratory and office space.

Funding for the project is anticipated to come from research grants. In the meantime the funding will be "backstopped" by the CFI "war chest"fund ($300K) and the Faculty of Medicine & Dentistry. Any over expenditures will be covered by the Faculty. Due to the need to set up the spectrometer to support research this project has begun. The first phase of the work was implemented this past fall and the remaining work will be completed in February/March 2001.

4. Appointment of Architect for the New Sarnia Road Residence

The Property & Finance Committee has approved the award of the consultant contract for the Sarnia Road Residence to the design team led by architects Tillmann•Ruth•Mocellin. The commission will include the development of a concept and siting plan and design services for the project.

In September 2000, the Board of Governors was advised that expressions of interest for the design of the new residence on Sarnia Road were being sought for the 400-bed. Completion will be before September 2003.

The members of the Project Planning Committee, after careful review and consideration of 14 Expressions of Interest, recommended that the Design Team led by architects Tillmann•Ruth•Mocellin be retained to complete the design. The selection was based on many criteria, including: comparable experience; capability of the Design Team; fees; previous designs; ability to work with the Project Planning Committee; approach to cost and schedule control; and experience in University residence design. The design for this project will begin upon approval of the appointment.

It is intended to have the concept design and siting for this project completed as soon as possible. Before detailed design is commenced, the project, including financial model and concept plan, will be brought forward for approval by Property & Finance.

The Beryl Ivey Chair in Ecosystem Health

Donor and Funding: Dr. Ivey's gift for the Department of Medicine, Faculty of Medicine & Dentistry is $1 million.

A further $500,000 from The J.W. McConnell Family Foundation's gift for Ecosystem Health will supplement Beryl Ivey's gift, bringing the total endowed fund to $1.5 million. This is done with the express permission of the McConnell Foundation.

Foundation Western will hold the endowment. The amount available for spending each year will be in accordance with Foundation Western's Investment Payout Policy as it relates to endowed funding, as may be amended from time to time. The University's gift levy does not apply to funds held by Foundation Western.

Effective Date: May 1, 2001
Appointment: An appointment to the Chair will be conducted in accordance with the selection process outlined below and the University's policies and procedures on advertising and appointments. The holder of the Chair will be a senior scientist, preferably with a Doctor of Medicine, who is a recognized leader in the field of Ecosystem Health. The Chair will be appointed to a permanent academic position at the level of Professor in the most appropriate department within the Faculty of Medicine & Dentistry, depending upon qualifications. Clinical appointment(s) to the London Hospitals will be negotiated as required.

The Chair will be selected by an Advisory Committee led by the Dean of the Faculty of Medicine & Dentistry or the Dean's designate and two other members of the Faculty to be determined by the Dean or designate. If an external candidate is selected by the Advisory Committee, the Advisory Committee will forward the recommendation for initial appointment to the Appointments Committee of the relevant Department of the Faculty of Medicine & Dentistry for review under the University's policies and procedures on appointments.

Criteria: The primary role of the Chair will be to champion all aspects of Ecosystem Health at Western. The Chair will work to integrate the concept of Ecosystem Health fully into the medical curriculum and as a guiding principle for all training levels including practice and continuing education. The Chair in expected to promote excellence in Ecosystem Health research, be a leader in education and promote community partnerships.
Reporting: The Dean and the Chair shall provide a written report on the progress and advancement of the Chair's work each year. The name of the Chair will be mentioned in all publications or public activities relating to the Chair's work, and when appropriate, the Ecosystem Health program.

The J.W. McConnell Family Foundation Professor in Ecosystem Health

Donor and Funding: The J.W. McConnell Family Foundation has made a gift of $1.5 million to fund the Faculty of Medicine & Dentistry's Ecosystem Health program. Of the gift, $175,000 has been designated toward a Professorship on a visiting basis, to be expended over a five-year period, at the end of which time the Professorship will terminate.

This is a half-year award only in each of the five years. Funding may be used to cover the travel, moving costs, and salary for the visiting Professor.

Under University policy, an amount equal to 5% of the total cash gift will be applied to support fundraising, donor management and stewardship costs. When the levy is taken into consideration, the amount available for spending is $166,250, or $33,250 per half-year award in each of five years.

Effective Date: May 1, 2001
Appointment: A visiting appointment to the Professorship will be conducted in accordance with the selection process outlined below and the University's policies and procedures on advertising and appointments. The holder of the Professorship will be a senior-level scientist or educator and chosen on the basis of the fit of his or her work with the current or anticipated strategic directions of the Ecosystem Health program. The holder of the Professorship will preferably hold an MD or PhD, and may come from a number of organizations including an agency or foundation. This will be a visiting appointment for one term or less each year at the rank of Associate Professor or Professor.

The holder of the Professorship will be selected by a committee led by the Dean of the Faculty of Medicine & Dentistry or the Dean's designate and two other members of the Faculty to be determined by the Dean or designate. If an external candidate is selected by the Advisory Committee, the Advisory Committee will forward the recommendation for initial appointment to the Appointments Committee of the relevant Department of the Faculty of Medicine & Dentistry for review under the University's policies and procedures on appointments.

Criteria: The role of the Professor will be to share expertise in an aspect of Ecosystem Health and help develop the Faculty of Medicine & Dentistry's program in Ecosystem Health. The incumbent will engage in teaching through participation in established courses, contributing approximately 30 hours to undergraduate courses and 20 hours to faculty development.
Reporting: The Dean and the Professor shall provide a written report on the progress and advancement of the Professor's work each year. The name of the Professor will be mentioned in all publications or public activities relating to the Professor's work, and when appropriate, the Ecosystem Health program.

Criteria: The Post-Doctoral Fellow will be an education-development position or research-intensive position in keeping with the strategic direction or anticipated direction of the Ecosystem Health program.
Reporting: The Dean and the Post-Doctoral Fellow shall provide a written report on he progress and advancement of the Fellow's work each year. The name of the Post-Doctoral Fellow will be mentioned in all publications or public activities relating to the Fellow's work, and when appropriate, the Ecosystem Health program.

As indicated above, except for the current year and 1997, the performance of the University's portfolio met or exceeded the performance of the median fund in the Frank Russell universe of approximately 50 Canadian portfolios over the past four years.

Over the five year period ending September 30, 2000, the annualized performance of the portfolio was 14.7%. The Frank Russell universe median return was also 14.7%.

For additional information, please refer to the attached pages which show amounts held by each investment manager at September 30, 2000, the annual and annualized returns by manager over the five years ending September 30, 2000, and the returns in relation to other Canadian balanced portfolios in the Frank Russell universe.

Returns in relation to the objective of a 5% real rate of return

One of the Investment Committee's objectives is to earn a 5% real rate of return over the long term. (i.e. to earn 5% over the rate of inflation, as measured by the Consumer Price Index). Inflation has averaged 1.8% per year for the past five years.

For the five years ending September 30, 2000, the annualized real rate of return for the portfolio was 12.9%, which consisted of a nominal (actual) annualized return of 14.7% less 1.8% for inflation. For the four years ending September 30, 2000, the annualized real rate of return was 12.3%, consisting of a nominal return of 14.2% less inflation of 1.9%. These returns exceed the Investment Committee's performance objective of a real rate of return of 5%.

Value added by Active Management

Another of the Investment Committee's objectives is to earn the return produced by the asset mix policy, based on the returns of the market indices, and a premium to reflect the additional fees related to active management. In order to achieve this objective, investment managers with active investment mandates need to outperform their benchmark indices. For example, Canadian equity managers need to outperform the TSE 300 index over time and Canadian bond managers need to outperform the SCM universe index over time.

Over the five years ending September 30, 2000, the actual returns for the portfolio were 14.7% and the returns generated by the market indices for the portfolio were 15.3% (the policy return). Over this period, the Canadian bond managers have met their benchmark, but the Canadian equity managers have not. Recently, the performance of the Canadian equity portion of the portfolio has improved in relation to the TSE index. For the nine months ending September 30, 2000, the return on the Canadian equity portion of the portfolio exceeded the return on the TSE 300 index by 1.5%.

For some markets, such as US equities, the Committee uses index managers. Over the past five years, this has resulted in first quartile performance for US equities, since the majority of active US managers have been unable to outperform the return of the Standard and Poor 500 stock index.

Book and Market Value of the Portfolio

As at September 30, 2000, the operating and endowment portfolio had a book value of $186,920,000 and a market value of $220,387,000, as follows:

Canadian Equity Review

The Investment Committee continues to review alternative structures for the Canadian equity portion of the portfolio. The Committee has set aside the concept of hiring a "manager of managers" as this strategy would delegate a great deal of the supervision of the investment managers to a third party. The Committee will be interviewing investment managers at the next meeting on February 23, 2001, to learn more about the "market orientated" approach, whereby the investment manager invests broadly across all sectors of the TSE 300 index and does not limit investments to those that appear to have strong growth potential or to those that appear to be under valued by the market.

Foundation Western

In November, 1999 the Board of Governors agreed to have an observer from Foundation Western's Investment Committee attend meetings of the University's Investment Committee and similarly, the Board of Foundation Western agreed to have an observer from the University's Investment Committee attend meetings of Foundation Western's Investment Committee. These arrangements were to be reviewed after one year.

These arrangements have improved the sharing of investment information between the two Committees. The Investment Committee is currently working with Foundation Western to strengthen the collaboration between the two Committees and has proposed to Foundation Western that there be two members who serve jointly on both committees with full voting privileges.

We will bring forward any changes to the membership of the Investment Committee when our discussions with Foundation Western have been completed.

New Scholarship and Award Conditions

On behalf of the Board of Governors, the Property and Finance Committee has approved the following terms of reference for new scholarships, bursaries, awards and prizes.

Geoff Bain Award for Field Research (Faculty of Science, Zoology)

Awarded to an undergraduate student in Zoology who writes the best field research paper. The recipient will be selected by the Chair of the Department of Zoology in consultation with the Ecology group. This award was established in memory of Geoff Bain by his family, friends and colleagues through Foundation Western.

Value: 1 at $100 annually

Hudson's Bay Charitable Foundation Scholarship (Faculty of Social Science, History)

Awarded annually to an undergraduate student in a History program in the Faculty of Social Science based on academic achievement (minimum 80% academic average). The Faculty of Social Science will select the recipient in consultation with the Department of History. This scholarship was made possible by a generous donation from Hudson's Bay Charitable Foundation.

Nicolaas and Regina Veenboer Foundation Bursaries (2) (Any)

Awarded to undergraduate students who demonstrate financial need. These bursaries are made possible by a gift from the Nicolaas and Regina Veenboer Foundation.

Leonardo Suarez Memorial Scholarships (2) (Faculty of Health Sciences, Nursing)

Awarded to two full-time undergraduate students, in any year beyond year one, of the Nursing program. If possible, one male and one female student will be selected. Selection will be based on academic achievement (minimum 80% average from previous year) and involvement in extracurricular activities in the School of Nursing or the community. Applications are available from the School of Nursing and must be completed by January 30. The Scholarships and Awards Committee in the School of Nursing will choose the recipients. These scholarships were established by Felicitas, Kevin and Brian Suarez in loving memory of a wonderful husband and father, through Foundation Western.

Awarded by Bristol Laboratories to a student at the completion of the clinical clerkship selected on the basis of meritorious performance in Clinical Medicine. (Funds are to be used towards the purchase of Medical Texts in Therapy and/or Pharmacology.)

John A. Humphrey Alumni Entrance Scholarship (Any Faculty)

Awarded annually to first year entering students on the basis of high academic standing. This scholarship was established by the Board of Foundation Western, with contributions from Western alumni, in honour of John A. Humphrey.

The Purchasing Management Association of Canada Board of Examiners Scholarships (3) (Richard Ivey School of Business)

Awarded to students in the HBA program who achieve the highest marks in the first year Operations course and are also enrolled in Purchasing and Supply Management 464. Recipients will be selected by the HBA Scholarships and Awards Committee. This scholarship was made possible by a generous donation from the Canadian Purchasing Research Foundation.

ACE - Canada Entrepreneurial HBA Award (Richard Ivey School of Business)

Awarded to a student entering the first year of the HBA program at the Richard Ivey School of Business based on financial need and a demonstrated interest in entrepreneurship. Preference will be given to students who have been members of ACE Canada. The award will be renewed for year two upon successful completion of year one and enrolment in a Year 2 Entrepreneurship course. Applications for this award can be obtained from the HBA Program Services Office at the Richard Ivey School of Business and must be completed by May 1. The HBA Scholarship Committee of the Richard Ivey School of Business will select the recipient once Student Financial Services in the Office of the Registrar has determined financial need. This award was established by ACE-Canada, a national organization of entrepreneurial student clubs at Universities and Colleges across Canada, founded by Ian Aitken, HBA '87, while a student at Western.

Susan Kennedy Grant Memorial Entrance Scholarship (Faculty of Graduate Studies, Journalism)

Awarded to a full-time graduate student entering the Master's program in Journalism based on academic achievement (minimum 80% average) and demonstrated financial need. Students will be invited to apply and will be able to pick up their application from the Faculty of Information and Media Studies. The Faculty of Information and Media Studies' Scholarships and Awards Committee will select the recipients. This scholarship was established through Foundation Western to honor the memory of Susan Kennedy Grant, a 1975 Bachelor of Arts Honors Journalism graduate who went on to a very successful 20 year career with The Canadian Broadcasting Corporation in Toronto. Susan worked in the Public Relations and Communications area with CBC where she was responsible for publicizing such popular television shows as Marketplace, The Fifth Estate, Life and Times and the CBC Evening News.

Mary Louise and Dr. Peter Cameron Scholarships (Any Faculty)

Awarded to undergraduate students entering first year of any program with an 80% admission average who also have a mobility, visual or hearing impairment. These scholarships will continue as long as the recipient maintains an average of 80% and full time status. If the recipient fails to retain the scholarship, another student from the same year will be selected. These scholarships are not available to students who hold another scholarship or award of equal or greater value. These scholarships were established through Foundation Western by a generous gift from the Memorial Funeral Home.

Hazel Marie Phillips Memorial Scholarship in History (Faculty of Social Science, History)

Awarded to a full-time second year undergraduate student enrolled in the Faculty of Social science who is registered in the History program and who demonstrates financial need and a minimum 80% academic average. Other things being equal, preference will be given to a woman who meets the criteria. This is a continuing scholarship. If a student does not qualify for the scholarship for any reason, the scholarship will be given to another student in the same year, and it will be considered a continuing scholarship with all the requirements as outlined herein. This scholarship was made possible by a generous donation from Mrs. Jean Walker (HBA Arts '38) and family in memory of Hazel Marie Phillips, a life-long resident of London. Established through Foundation Western.

Chemistry Class of 1950 Scholarship (Faculty of Science, Chemistry)

Awarded to a full-time student as he/she enters the third year of an honors program in the Department of Chemistry. This scholarship will be based on academic achievement of at least 80% in the second year of studies and be awarded to a student not receiving another scholarship of greater value. The recipient will be selected by the Chair of the Department of Chemistry from recommendations made by the Undergraduate Committee of the Department of Chemistry. This scholarship was established through Foundation Western by the members of Chemistry Class of 1950 and Chemistry and Physics Class of 1950 to commemorate the 50th Anniversary Reunion September 22-24, 2000, in London.

David H. Swankie Jr. Award in History (Faculty of Social Science, History)

Awarded annually to a student in one of the final two years of either an Honors History program, a Combined Honors History program (including Honors History) or a Certificate in Honors Standing in History program. Candidates must have achieved grades in the top third of their program and a grade of at least 80% in one course in United States History. Candidates must also be of good character and demonstrate this by their involvement in extracurricular activities and show promise for distinguished achievement after graduation. Any candidate is eligible to receive this award only once and must not be a current recipient of any other awards or scholarships at the time of selection. Applications can be obtained from the Faculty of Social Science or the Department of History and must be submitted, along with a short essay, by March 15. The Faculty of Social Science, in consultation with the Department of History, will select the recipient. This award was established to honour the memory of UWO alumnus David H. Swankie Jr. (BA 1977, Economics & Certificate of Honors Standing 1978, History & MBA 1980) through Foundation Western.

Frank Holmes Bursaries (2) (Any Faculty)

Awarded annually to a male and a female undergraduate student in year one of any program based on demonstrated financial need. This bursary was made possible by a generous donation from Frank Holmes (BA '78) through Foundation Western.

Value: 2 at $500 effective May 2001. The value will increase to $1,000 effective May 2002

J. H. Blackwell Bursary in Applied Mathematics (Faculty of Science, Applied Mathematics)

Awarded to a full-time undergraduate student in the second, third, or fourth year of an Honors program in the Department of Applied Mathematics who demonstrates financial need. This scholarship was established through Foundation Western to honour the memory of John Kerr Elliott, a gifted writer, life-long newspaperman and one of the first lecturers in the Graduate School of Journalism. His contribution was rewarded by an Honorary Doctor of Laws degree from Western in 1975.
