FOR APPROVAL

1. Allocation of Undistributed Investment Returns for Canada Foundation for Innovation and for the Ontario Research and Development Challenge Fund

Recommended: That the Board of Governors approve that a total of $10 million be allocated from the undistributed investment returns account for non-endowed funds for expenditures related to the Canada Foundation for Innovation (CFI) and the Ontario Research and Development Challenge Fund (ORDCF). Such funds shall be set aside at April 30, 1998, as internally restricted net assets for allocation to the operating budget according to the following schedule:

Year cumulative allocation

1998/1999 $2.5 million

1999/2000 $5.0 million

2000/2001 $7.5 million

2001/2002 $10.0 million.

Background:

This $10 million allocation will reduce the ratio of the 12 quarter moving average of the total non-endowed investments to the obligations of the portfolio to 1.24 at April 30, 1998, compared to the Board's target ratio of 1.08.

Expenditures of these funds will be for projects approved by the University Steering Committee for CFI and ORDCF projects, chaired by the Vice-President (Research). This Committee will select projects to be submitted to CFI and to ORDCF for funding and the above funds will be used in a strategic way to support high priority projects. The Vice-President (Research) will report annually to the Property and Finance Committee and to the Board on projects funded by CFI and ORDCF and on the spending of the above allocations

Policy:

The Board's Policy on Investments and the Operating Budget [BG.96-131; BG.96-175a] sets the Board's target for the ratio of the total non-endowed investments at 1.08, applied to a 12-quarter moving average on the understanding that the actual 12-quarter moving average ratio will fluctuate around the 1.08 target.

1. Guarantee for the Bank of Nova Scotia re The Richard Ivey School of Business Foundation [BG.98-07]

In January 1998, the Board of Governors approved a guarantee in the amount of $7.8 million to the Bank of Nova Scotia for the loans related to the Richard Ivey School of Business Foundation related to Spencer Hall. The administration was asked to provide a loan repayment schedule for this debt.

The following repayment schedule has been agreed to by the Business School:

$7,500,000 loan for the south wing addition

This loan will be repaid over the 40 year term of the agreement with The Richard Ivey School of Business Foundation regarding the use of Spencer Hall. A repayment of $200,000 will be made in the year ending April 30, 2000 and annually thereafter until the loan is repaid.

$150,000 loan for renovations

This loan is repayable by December 31, 2002. A repayment of $30,000 will be made in the year ending April 30, 1999 and annually thereafter until the loan is fully repaid.

$150,000 loan for operations

This is a revolving loan with no requirement for annual principal repayments

2. Overview of Carryforwards and the Operating Reserve

At the March 16, 1998, meeting of the Property and Finance Committee, a question was raised concerning a reduction in estimated carryforwards for April 30, 1998, and a transfer of funds from the carryforward reserve. This overview addresses the following questions:

What are the relationships among carryforward, a balanced budget, and the operating reserve?

How is our commitment to balance the budget each year to be evaluated?

Carryforwards arise when units do not spend all of their allocated budget in a given year. For example, assume the budget model allocates resources to Arts, and that all of these funds are not spent during the year, while all other actual revenues and expenses equal the budget. From a budgeting perspective, the unspent funds in Arts are set aside in the carryforward reserve, and are not available to the corporate university to meet other needs. In other words, the actual surplus caused by this underspending is segregated from our normal operating reserve. In the subsequent fiscal year, Arts is provided additional budget equal to its unspent funds from the previous year. If it is assumed that these funds are spent by Arts in year 2, that spending is charged to the carryforward reserve.

The budgeting approach that was used prior to 1996 is illustrated on Annex 1, Schedule 1 [not available on the World Wide Web copy], in the columns labelled 1997-98 (Old Approach). The final Surplus/(Deficit) on line 13 includes the expenses charged to the carryforward reserve. This presentation was wrong, for two reasons. First, it seemed like double counting of the carryforward funds: the operating reserve is reduced when carryforwards increase, and again in later years when they are spent. Second, if "balanced budget" is defined by line 13, the central administration is accountable over activity which it can not control, that is units spending out of carryforward.

These issues were discussed at P & F in January, 1996 and a new budget presentation, as illustrated on Schedule 1 in the columns labelled 1997-98 (Current Approach), was agreed to. Note that the final Surplus/(Deficit) on line 13 reflects the funding of expenses by a transfer from the carryforward reserve (line 12).

These relationships among carryforward, operating reserve, and balanced budget were approved by Property & Finance in January 1996 and reported to the Board. The resolution approved in principle that "a 'balanced budget' will be judged by no change in the Operating Reserve, and not by the Surplus (Deficit) Before Reserve Transfer." This makes the administration accountable for the relationship between revenues and expenditures, excluding changes in carryforward, which are under the control of individual units.

Schedule 1 illustrates in more detail, using both the current and the old budget approaches, the January 31, 1998, Revised Operating Budget material that was presented at the March 1998 P & F meeting (as shown on Schedule 2). Under the old approach, the revised budget Deficit (line 13) would be $3.225 million, compared to a $1.4 million Surplus After Reserve Transfer (line 13) using the new approach. The new approach correctly focuses the Board's attention on a surplus of $1.4 million. This surplus in turn will increase the operating reserve by the same amount. Without the change in presentation, P&F might have been questioning the administration this month about a deficit, rather than about a surplus.

In November 1984, the Board established a target for the operating reserve as 1% of operating revenues. Thus the administration should be held accountable for maintaining an operating reserve at that level, which is currently $2.5 million on operating revenues of $250 million.

3. Report on Environmental Incidents and/or Safety Incidents

Ministry of the Environment Inspections: Biological Incinerator and the Hazardous Material Transfer Facility

Near the end of March, an inspector from the Ministry of the Environment came to the University to inspect the hazardous material transfer facility adjacent to the Thompson Recreation and Athletic Centre and the biological waste incinerator in the Medical/Dental Sciences complex. The inspector was impressed with the operation of both facilities and considered them to be operated well within environmental requirements.

1. Scholarship/Award Conditions

On behalf of the Board of Governors, the Property and Finance Committee has approved the following terms of reference for new scholarships, bursaries and awards:

Ivey MBA Association Award (2) (Faculty of Graduate Studies/Social Sciences Division/Business Administration)

Awarded to students entering second year of the MBA program who have demonstrated academic excellence and who have contributed to life at Ivey, either in activities or sports. Students must rank in the top 50% of year one of the program. To apply, MBA 1 students who rank in the top 50% of the class will provide a summary of their contribution to life at Ivey to the outgoing President of the MBAA who will evaluate the applications and make a final recommendation in writing to a committee of the MBA Section heads who will make a final recommendation to the Ivey MBA Scholarship Committee.

These awards are made possible by a generous gift from the Richard Ivey School of Business MBA Association.

Ross N. Clouston Award (Faculty of Graduate Studies/Social Sciences Division/Business Administration)

Awarded to a student entering first year of the MBA program who has demonstrated success professionally and academically and has demonstrated financial need. The award will alternate annually between Canadian and international students. The award will be renewed for year two students ranking in the top 50% of year one who maintain the above criteria. If a student does not meet these requirements, year two students will have an opportunity to apply for this award.

Application forms are available from the Admissions Office of the Richard Ivey School of Business. The MBA Scholarship Committee will review and select each award recipient. Recipients of this award must, in their second year of the MBA program, make a contribution to the intellectual capital of the Richard Ivey School of Business by writing a business paper, case or similar project. The project will be placed in the School's library and the author will be recognized as the Ross N. Clouston Award recipient.

These awards are made possible by a generous donation from Brendan (MBA '79) and Robert (MBA '72) Clouston to honor and recognize the important role that their father, Ross, played in supporting and mentoring them through their educations and careers.

If a student does not meet these requirements, year two students will have an opportunity to apply for this award.

The Pharmacology & Toxicology Professor's Fund Travel Award (Faculty of Graduate Studies/Biosciences Division/Pharmacology & Toxicology)

Awarded to a student registered full-time in the graduate program in Pharmacology & Toxicology. Candidates must have achieved an academic average of 80% in the past two years of study and meet the Ontario Student Opportunity Trust Fund criteria for financial need. In this regard, candidates must have been residents of Ontario for at least 12 months and generally not have received any other competitive travel award for the calendar year, nor have access to funding designated as travel support from external funding agencies.
Applicants will apply to the Department of Pharmacology & Toxicology by April 30th by submitting a one-page summary of their research progress, along with the name, location and dates of the scientific conference at which they will be presenting their work. Selection will be made by the Chair of the Department after consultation with the Graduate Studies Committee of the Department of Pharmacology & Toxicology.

Michael Locke Graduate Travel Bursary (Faculty of Graduate Studies/Biosciences Division/Zoology)

Awarded to a student registered full-time in the graduate program in Zoology. Candidates must have achieved an academic average of 78%.

Applications can be obtained from the Department of Zoology or the Office of the Registrar by April 30th. Students must submit a bursary application form and a one-page proposal outlining how the bursary will help them achieve their career objectives. Selection will be made by the Graduate Education Committee of the Department of Zoology.

Daniel Ling Scholarship (Faculty of Graduate Studies/Biosciences Division/Communication Sciences & Disorders)

Awarded annually to a graduate student who achieves the highest academic average in Aural Rehabilitation CD511. The graduate committee for the graduate program of the School of Communication Sciences and Disorders will select the recipient.

Dr. W. Glenn Campbell Fellowship (Faculty of Graduate Studies/Social Sciences Division/Economics)

Awarded to an outstanding first year PhD student in Economics. The fellowship is renewable for up to four years and would then be awarded to a first year PhD student. Selection of the recipient will be made by the Director of Graduate Studies in the Department of Economics in consultation with the Chair of the Department.

This fellowship has been endowed by Dr. W. Glenn Campbell (BA '44) through Foundation Western.

International Thesis Research Fellowship (4) (Faculty of Graduate Studies/Social Sciences Division/Business Administration)

The International Thesis Research Fellowships are intended to encourage and enhance internationally-oriented research by PhD candidates enrolled at the Ivey Business School. Up to four fellowships will be awarded annually, in September and April, to defray thesis research expenses. To be considered, applicants must have passed their thesis proposal defence and the Ethics Review process. Award winners are selected by a committee composed of the PhD Program Director and the faculty members who teach research methods (Business 704) and international business (Business 703).

The Chunfang Hu Graduate Fellowship (Faculty of Graduate Studies/Biosciences Division /Plant Sciences)

This award will be given annually for the best MSc or PhD thesis in the Department of Plant Sciences. Selection of the recipient will be made by the Department.

Established by the Chinese community, friends and colleagues in memory of Dr. Chunfang Hu to reward excellence in graduate level research.

Bruce & Helen Mills Instrument Awards in Music (Faculty of Music & Faculty of Graduate Studies, Arts Division, Music)

Awarded to students entering or enrolled in an undergraduate or graduate program offered by the Faculty of Music who demonstrate financial need, academic excellence and excellent achievement and potential in musical performance. To be eligible, undergraduate students must have a minimum B average and graduate students must have a minimum B+ average. Applications are available in the Dean's Office, Faculty of Music, and must be completed and returned by October 31. Selection will be made by a Faculty of Music committee. The Senior Technical Officer may aid the students in purchasing the instruments from dealers at reduced prices. These awards were made possible by Helen (HBA '40) & Bruce Mills to recognize the musical instrument needs of Music students.

Approximately $35,000 is available annually. Number and value of awards will vary.

Melbourne and District Lions Club Bursary (Faculty of Medicine & Dentistry)

Awarded to a third year medical student who is progressing satisfactorily and demonstrates financial need. This bursary was made possible by a generous donation from the Melbourne and District Lions Club.

MacKewn, Winder, Kirwin Entrance Scholarship in Law (Faculty of Law)

Awarded to a student entering first year studies in the Faculty of Law who shows outstanding academic ability (minimum 80% average) and a demonstrated commitment to community or public service. Final selection will be made by the Faculty of Law Scholarship Committee. This scholarship was made possible by a generous donation from MacKewn, Winder, Kirwin.

Jock Tindale Memorial Award (Faculty of Engineering Science [Civil Engineering]/Richard Ivey School of Business)

Awarded annually to an undergraduate student who is entering his/her third year of study at Western who is studying in or has been accepted into the concurrent degree program in Civil Engineering and Business Administration and who demonstrates leadership qualities and has proven interest in the field of construction. This award, created in memory of Jock Tindale, is funded through the generosity of members of the London and District Construction Association and friends both within and outside the construction industry in Ontario.

Students may apply for this award by completing an application form. The application form must be accompanied by an essay (max. 500 words) that demonstrates the student's leadership qualities and proven interest in the construction industry or in the field of construction. Applications are available in the office of the Associate Dean, Academic, Faculty of Engineering Science. Deadline for applications is September 30th in any given year. Final selection will be made by the Scholarship Committee, Faculty of Engineering Science in consultation with a representative of the London and District Construction Association.

Métis Nation of Ontario Bursaries (5) (any faculty)

Available to full-time undergraduate students studying in any year in any faculty who are progressing satisfactorily and demonstrate financial need. Qualified students will be members or non-affiliated members of the Métis community in Ontario. This bursary is made possible by a generous donation from the Métis Nation of Ontario.

Students must apply for this bursary. A UWO bursary application and the Métis Application Form for Post-Secondary Assistance must be completed. Both are available in the Office of the Registrar. Completed applications must be returned to the Office of the Registrar not later than October 31.

Helene Puskas Mayo Awards (2) (Faculty of Education)

Awarded annually to full-time students in the Faculty of Education who have demonstrated financial need and maintained a minimum B average. Theses awards were established through Foundation Western by Helene and Barry Mayo (Meds '58).

Sigma Chi - Brother Tom Merry Award (Any Faculty)

Awarded to an active member of the Epsilon Omicron Chapter of the Fraternity of Sigma Chi who is an undergraduate student at UWO enrolled in any year beyond year one. Candidates must have achieved a minimum B+ average and have contributed significantly to the fraternity during the previous year. Applicants will submit a one page essay stating the reasons why the member believes he should win the award, along with his grade point average for the previous academic year. Applications must be submitted to the Fraternity Chapter by October 31st. Selection will be made by the Financial Aid Office in conjunction with a Fraternity committee.

UWO Law Alumni Association Bursaries (2)

Awarded to undergraduate students in the Faculty of Law who demonstrate financial need.

These awards will receive matched funding from the Ontario Government through the Ontario Student Opportunity Trust Fund program.

Robert and Lila Bristow Bursary (Faculty of Medicine & Dentistry/Medicine)

Awarded to a student in any phase of Medicine, who is a graduate of an Elgin County High School, on the basis of financial need. If no student meets the criteria in a given year, multiple awards may be made in ensuing years. In the event no student meets the criteria for a three year period, the bursary may be granted to a full-time undergraduate student in another UWO program, who is a graduate of an Elgin County High School. Established through Foundation Western by the family of Robert (MD '29) and Lila Bristow .

Senior Alumni Award (Any Faculty)

The recipient will be selected by the Science Subject Group, whose coordinator will recommend the nominee to the Dean of the Faculty of Education. Joan and Geno Francolini Award in Medicine (Faculty of Medicine & Dentistry/Medicine)

Awarded to a medical student in year I or II who is progressing satisfactorily in the "Health, Illness and Society" curriculum and can demonstrate financial need. To be eligible, Year I students will have demonstrated exceptional potential in the area of population health, community health, or social health issues and satisfactorily completed a related community-based activity. Year II students will have satisfactorily completed a community-based project in the core curriculum. This award was made possible by a generous donation from Geno (LLD '84, HBA '54) and Joan (HBA and Secretarial Science '55) Francolini.

Students must apply for this award. Application forms are available in the Office of the Dean, Faculty of Medicine & Dentistry and in the Office of the Registrar. Completed applications must be accompanied by a short essay (maximum 500 words) describing the student's interest and participation in population health, community health, or social health issues. Applications must be submitted to the Office of the Registrar by February 28. Final selection will be made by the Department of Family Medicine.

Trois-Pistoles Homestay OSOTF Bursaries (2)

Awarded annually to students who demonstrate financial need and are registered in a credit course at the Trois-Pistoles French Immersion school. Students in receipt of a Summer Language Bursary are not eligible to apply. Application forms are available at the Office of the Registrar or the Trois-Pistoles French Immersion School. Application forms must be submitted to the Office of the Registrar by April 15th for spring session and June 15th for summer session. City of St. Thomas/Colin McGregor Memorial Scholarships (2) (Any Faculty)

Awarded annually based on highest academic average to a male student and a female student from St. Thomas, Ontario who are entering first year studies in any faculty. Students must be full-time and have a minimum 80% average. These scholarships were created by the City of St. Thomas in memory of Colin McGregor, a City of St. Thomas Police Constable who was killed in the line of duty on May 7th, 1934.
