The NCE Program is aligned with the federal Science and Technology (S&T) Strategy, Mobilizing Science and Technology to Canada's Advantage. Introduced in May 2007, this Strategy provides the guiding framework for Canada's science and technology policy. The S&T Strategy established four priority areas. In 2008, a report by the Science, Technology and Innovation Council (STIC) established by Industry Canada recommended 13 further research sub-priority areas, which were accepted by the Government of Canada.

Applicants are required to meet the five NCE Program Criteria: Excellence of the research program; Development of Highly Qualified Personnel (HQP); Networking and partnerships; Knowledge and technology exchange and exploitation; Management of the network. Networks are expected to be multidisciplinary and to involve the significant and meaningful participation of researchers whose expertise falls under the domains of two or more of the federal granting agencies, where appropriate.

Application Details:

NCE funding will be awarded following a national competitive process in two stages: 1. Applicants applying for NCE funding to establish a new network are invited to submit Letters of Intent. Based on a review of the LOI, selected applicants will be invited to Stage 2. 2. Applicants advancing to Stage 2 will be asked to develop and submit Full applications. A Selection Committee will Review Letters of Intent according to the five published NCE Program criteria, relevance to the NCE Program goals and objectives and the relevance to the target research area. This Committee will recommend applicants to receive invitations to submit Full Applications. LOIs should be submitted on behalf of the proposed Network by an academic researcher (i.e., the applicants, who is also the proposed Scientific Director for the Network) who is eligible to receive funding from one of the three federal granting agencies, and by the proposed host institution. Eligible recipients must meet the general eligibility requirements of one or more of the three federal granting agencies partnering in the Program.

The full application consists of four individual books: Book 1: The Proposal, Book 2: Letters of Support ; Book 3: CVs; Book 4: Signature Pages. The deadline for submission of Books 1, 2 and 4 is August 4, 2011. The application must be postmarked no later than said date and sent via overnight courier. The deadline for submission of Book 3 through the Common CV system is July 28, 2011. Only one copy of each Book is required. For Books 1 and 2, the applicants must submit a searchable PDF version on one USB key. Books 1 and 2 must not be assembled using scanned documents, but must be converted to PDF from electronic documents. Electronic signatures are accepted. For Book 4, applicants may choose to submit either a PDF version on USB (scanned documents are accepted), or a paper copy.

NOTE: All Letters of Intent and Full Applications must be processed through Research Development & Services for institutional approval. Requests for Institutional approvals should be received no less than 3 days prior to the posted Sponsor deadline. A ROLA Proposal (bearing applicant, Chair and Dean electronic approvals) is required for each submission.
