REPORT OF THE PROPERTY & FINANCE COMMITTEE

FOR INFORMATION

Appointment of Design Team for the New Stadium

At its meeting of October 19, 1998, the Property & Finance Committee approved the award of the consultant contract for the new stadium to the firm of Stanley Consulting Group. Design fees for the project will be 6.75% of the construction and furnishing budget of $7.5 million.

In November 1997, the Board of Governors approved the commencement of design for a new stadium on Huron Flats. Subsequent to that approval, the following activities occurred.

a) Invitations were sent to London-area architects for expressions of interest to design the facility.

b) Invitations for expressions of interest were sent to other architectural firms that had specifically requested that they be included in the proposal call process.

c) An advertisement requesting expressions of interest was placed in the London Free Press and on the MERX Internet Service.

d) Eleven expressions of interest were received from firms located across Ontario.

e) The expressions of interest were reviewed by the Project Planning Committee. Four short-listed firms were asked to attend an interview with the Project Planning Committee on October 5, 1998.

f) The four firms were requested to provide evidence of financial stability of their firms and their major consultants.

The members of the Project Planning Committee, after careful review and consideration, recommend that the firm of Stanley Consulting Group be retained to complete the design. The associated consultants and the general scope of work are shown below. The selection was based on many criteria including: comparable experience, capability of the firm, fees, previous designs, ability to work with the Project Planning Committee, ability to respond to concerns, approach to cost and schedule control, as well as sensitivity to barrier free access, security, and expertise in sports facilities.

The design will be started immediately. The construction will be carried out under firm price contracts using pre-qualified contractors. It is expected that separate contracts will be tendered for the permanent stands, temporary seating, lighting, artificial turf, and an all-weather track, although alternate methods of implementation may be considered. Depending on the phasing of the project and fundraising, construction is expected to start as early as Spring 1999 and must be completed for use before July 2000.

Scope of Work

The UWO stadium will be designed and built on the Huron Flats. The design will satisfy both the needs of the 2001 Canada Summer Games and the combined needs of the University and the community-at-large after the Games. It will include the following:

This new multi-use stadium, together with improvements to the adjoining fields, will support all of the Games' athletic events, the field hockey event, plus the discus, shot put, javelin and hammer throw.

After the 2001 Canada Summer Games, the stadium will be used for the following activities:

It is expected that the community-at-large will use the stadium for a variety of events. At the same time, this facility will be the home for several UWO sport teams.

2. Public Meeting to Discuss the Update of the Campus Master Plan

In June, the Senate and the Board of Governors approved in principle the draft Update of the Campus Master Plan (1998) and the concepts contained therein on the understanding that a public meeting would be held in the fall before a final document is proposed for approval Senate and the Board.

There will be an informal public meeting on Tuesday, October 27, at 7:00 p.m. in the Althouse College Auditorium. The meeting will be chaired by the Chair of the Board, and the President and other University officials will participate in discussion. City officials, leaders of ratepayers' associations in the neighborhoods surrounding the campus, representatives of the Affiliated Colleges and Westminster College, Senators and Board members, have been invited. Moreover, invitations have been distributed to each household in the surrounding area.

This meeting is seen as an opportunity to exchange ideas with our neighbors about a number of issues relating to the future development of the campus. Following the meeting, there will be an opportunity for written input.

3. Report on Environmental and/or Safety Incidents

On Tuesday, September 22, 1998, there was a spill in the Chemistry Building involving aqua regia and pyridine. A graduate student had been using a small amount of the aqua regia for cleaning, and when finished, placed the used material in a bottle which he tightly capped. This bottle was placed in the flammable material storage cabinet where pressure built up inside causing the bottle to burst, also breaking a bottle of pyridine at the same time.

As a result of the spill, the Chemistry Building was evacuated while the situation was assessed by Department of Occupational Health and Safety staff. The London Fire Department also responded to the scene. The spill was cleaned up by DOHS and the building reoccupied. The DOHS has investigated the causes and has made recommendations for changes to the Chemistry Department, which are being discussed and implemented by Chemistry. The total damage to the facility amounted to approximately two thousand dollars (floor tiles and flammable material storage cabinet).

Scholarship/Prize/Award Conditions

On behalf of the Board of Governors, the Property & Finance Committee has approved the following terms of reference for new scholarships, bursaries, awards and prizes.

Matthew and Cornelia Koens Scholarship (Faculty of Education)

Awarded to a full-time student completing a Bachelor of Education Degree at any teaching level, based on academic achievement (weighted academic average) in the core foundations courses. The recipient will be determined by the Associate Dean (Program) in the Faculty of Education. This scholarship was established through Foundation Western by Peter Koens (MEd '86) in honor of his parents, Matthew and Cornelia.

Value: $500

Effective: May 1999

Dr. Martin W. Stapleton Award (Faculty of Medicine & Dentistry, Medicine)

Awarded to a student in Year I of the MD program based on applicant score and financial need. Preference will be given to a student from Huron County. Applications are available from the Office of the Registrar or the Office of the Dean, Faculty of Medicine & Dentistry. Completed applications must be returned to the Office of the Registrar by October 31. Selection of the recipient will be made by Financial Aid Services and the Faculty of Medicine & Dentistry Admissions Committee. This award was established through Foundation Western by the wife of the late Dr. Martin W. Stapleton (MD '37).

Value: $3,000

Effective: May 1999

This award will receive matched funding from the Ontario Government through the Ontario Student Opportunity Trust Fund program.

Gordon Jeffery Endowment Strings and Chamber Music Continuing Awards (Faculty of Graduate Studies/Arts Division/Music)

Awarded annually to students enrolled in any year of a Faculty of Music program. Students must demonstrate outstanding performing ability with preference given to orchestral string players (violin, viola, cello, bass). Selection and award amount will be made by the Faculty of Music Scholarship Committee. These awards were made possible by a bequest from Gordon Jeffery (BA '40).

Value: Up to $4,000 each

Kimberly Ferns Memorial Bursary (Faculty of Graduate Studies/Biosciences Division/Communicative Disorders)

Awarded annually to a graduate student in Communication Sciences and Disorders who demonstrates the greatest financial need. Preference will be given to mature students specializing in research related to malignant conditions that have an effect on the structures responsible for voice and speech production. The graduate committee for the graduate program in the School of Communication Sciences and Disorders will select the recipient.

This bursary was established through Foundation Western by donations from Dale Ferns and friends in memory of Kimberly Ferns.

Faculty of Arts Alumni Graduate Awards (5) (Faculty of Graduate Studies/ Arts Division)

Awarded to graduate students registered in the Faculty of Graduate Studies and enrolled in any graduate program in the Faculty of Arts who can demonstrate financial need and are maintaining a minimum 78% average. Recipients will be selected by the Dean of Arts upon consultation with a committee. Recipients must meet OSOTF eligibility requirements.

Value: $1,000 each

Faculty of Social Science Alumni Graduate Awards (7) (Faculty of Graduate Studies/Social Sciences Division)

Awarded to graduate students registered in the Faculty of Graduate Studies and enrolled in any graduate program in the Faculty of Social Sciences who can demonstrate financial need and are maintaining a minimum 78% average. Recipients will be selected by the Dean of Social Science upon consultation with the Department Chairs and committees within the Faculty of Social Science. Recipients must meet OSOTF eligibility requirements.

Maureen Williams Memorial Award (Faculty of Graduate Studies/ Biosciences Division/Communicative Disorders)

Awarded annually to a student entering the graduate program in Communicative Disorders, specializing in Audiology, who demonstrates caring and a strong professional commitment, as well as academic excellence based on the highest average of all Audiology courses in the preparatory year. All things being equal, consideration will be given on the basis of financial need. The graduate committee for the graduate program in the School of Communication Sciences and Disorders will select the recipient from a pool of faculty nominated candidates.

Andersen Consulting MBA Award (Faculty of Graduate Studies/ Social Sciences Division/Business Administration)

Awarded to a student entering the second year of the MBA program at the Richard Ivey School of Business who has demonstrated: leadership in the School and/or community, strong academic ability, interest in pursuing a career in the consulting industry. The MBA Scholarship Committee of the Richard Ivey School of Business will review and select three candidates. The profiles of these candidates will be sent to Andersen Consulting who will make the final selection from among these.

Robert and Ruth Lumsden Graduate Awards in Science (3) (Faculty of Graduate Studies/Physical Sciences Division and Biosciences Division/ Plant Sciences, Zoology)

Awarded to full time graduate students registered in the Faculty of Graduate Studies and enrolled in any of the following graduate programs: Applied Mathematics, Astronomy, Chemistry, Computer Science, Geology, Geophysics, Mathematics, Physics, Plant Sciences, Statistics, Zoology. Candidates must demonstrate financial need and academic achievement (minimum 78% average). Recipients will be selected by the Dean of Science in consultation with a faculty committee. Recipients must meet OSOTF criteria.

Awarded to full time students registered in the Faculty of Graduate Studies and enrolled in either the Graduate Program in Geology or Geophysics on the basis of financial need and academic achievement (minimum 78% average). Recipients will be selected by the Chair of Earth Sciences in consultation with a faculty committee. Recipients must meet OSOTF criteria.
