Description: The Higher Education Quality Council of Ontario is commissioning a design-based examination of the principles and outcomes that should shape Ontario?s postsecondary education system.

Application Details: The purpose of this RFP is to engage a group who would apply the methodology of design thinking to the consideration of a better design of Ontario?s postsecondary system. Specifically, we are interested in the following questions: 1. What principles should guide the design of a transformed Ontario public postsecondary system? Assuming that not all principles can be equally incorporated in a new design, which of these principles are most important in any redesigned Ontario postsecondary system? 2. Given these design principles, what processes and structures need to be in place and what incentives need to be created to move the current system to the new design? 3. What might the Ontario postsecondary system look like 10 years after the introduction of this new design? How would it differ from the system we have today?HEQCOS APPROVED OVERHEAD RATE IS 10% AND MUST BE INCLUDED
