Immigration, Refugee and Citizenship Canada (IRCC) has implemented the International Mobility Program (IMP) where an employer is required to electronically provide IRCC with all details of a Foreign National who comes to Canada in a position that is exempt from a Labour Market Impact Assessment (LMIA). The IMP include all streams of work permits that are LMIA exempt including visiting professors, NAFTA, postdoctoral fellows, guest lecturers, self funded academic researchers and medical fellows. An employer compliance fee of $230.00 must be paid when submitting this information to CIC and the foreign national must be able to demonstrate compliance with IMP when applying for the required immigration documents to enter Canada.
Template letters for LMIA exempt positions are provided by the Office of Faculty Recruitment and Retention (OFRR). Please contact OFRR to ensure that the proper template letter is being used for the purpose of the foreign national's visit at Western University.
Western University's Process for inviting Foreign Nationals to Western University is outlined by OFRR.
Foreign National Academics and Short-Term/Long-Term Visitors
IRCC introduced new measures for Canadian and Foreign Nationals entering Canada to work in positions which are exempt from a Labour Market Impact Assessment (LMIA). LMIA-exempt positions differ from LMIA required positions in the following ways:
|LMIA Required||LMIA Exempt|
|Called the Temporary Foreign Worker Program (TFWP)||Called the International Mobility Program (IMP)|
|Requires Employers to advertise||Requires Employers to submit documentation to CIC electronically regarding the activities of the foreign national and pay an Employer Compliance Fee before the foreign national enters Canada|
|Intent is to ensure that no Canadian or Permanent Resident is qualified and available for the position||Exemptions occur when CIC has assessed that there are reciprocal benefits for Canadians and competitive advantages for Canada|
|Primarily used for Full time Academic and Staff Positions (equal or greater to 30 hours per week)||Categories include Visiting Professors, Guest lecturer, Canada Research Chairs, Canada Excellence Research Chairs, Provincial Nominees, Foreign Nationals entering Canada under a Free Trade Agreement, Postdoctoral Fellows, and Clinical and Medical Fellows.|
